Planning Commission reviews Advent Health's medical office building development proposal

The Castle Rock Planning Commission convened on August 14, 2025, to discuss a significant proposal for a new medical facility in the area. The primary focus of the meeting was the Advent Health Site Development Plan, which aims to establish a medical office building that includes a freestanding emergency department. This development is strategically located at the intersection of Plum Creek Boulevard and Crystal Valley Parkway, an area currently zoned for such medical facilities.

The proposed building will span 24,535 square feet, with the first floor dedicated to urgent care and emergency services, while the second floor will house primary care providers. The design adheres to the zoning regulations, with a height of approximately 30 to 32 feet, and all necessary parking will be accommodated on-site.

A key aspect of the proposal is its compliance with residential non-residential interface regulations, which are designed to minimize the impact of commercial developments on nearby residential areas. To achieve this, the ambulance entrance will be positioned on the west side of the building, effectively screening it from adjacent homes. Additionally, the building's signage facing residential properties will be non-illuminated, and landscaping will feature larger plants at installation to enhance the buffer zones.

The planning staff reported that the project underwent three neighborhood meetings, where residents raised concerns about operational hours, ambulance traffic, and site lighting. Following these discussions, staff concluded that the development aligns with the town's vision and comprehensive master plan, recommending its approval to the town council.

The town council is set to review the proposal on September 2, 2025, marking a crucial step in the development process.
