Toledo Land Bank Proposes Special Permit for St. Anthony's Community Recreation Space

The Toledo City Plan Commission convened on August 14, 2025, to discuss a significant proposal aimed at revitalizing the historic St. Anthony's building. The Lucas County Land Bank is seeking a special permit to transform the site into a multipurpose community space, a move that aligns with the community's vision for recreational and educational opportunities.

Chantay Brownlee, Senior Vice President and CFO of the Lucas County Land Bank, presented the project's history, emphasizing the community's involvement over the past six years. The Land Bank intervened in 2018, just before the Catholic Diocese was set to demolish the building. Since then, they have invested $6 million in stabilization efforts and engaged with local residents to determine the best use for the space.

The proposed community center aims to provide a safe gathering place for residents, offering programs that promote recreation, learning, and workforce development. Brownlee highlighted that the community's feedback was crucial in shaping the project, ensuring it reflects local culture and does not lead to displacement.

The commission's staff recommended approval of the proposal, noting that it meets the zoning code and aligns with the goals of the Forward Toledo plan. The approval is contingent upon 41 conditions, which will be documented in the meeting minutes.

The discussions at the meeting underscored the importance of community-driven development in Toledo, with the St. Anthony's project poised to become a vital asset for the Junction Corridor neighborhood.
