Santa Rosa Planning Commission Recommends Annexation of 2299 Brush Creek Road

A significant step towards urban development was taken at the City of Santa Rosa Planning Commission meeting on August 14, 2025, as the commission discussed the annexation and pre-zoning of a parcel located at 2299 Brush Creek Road. This proposal aims to facilitate the future development of an Accessory Dwelling Unit (ADU) by providing essential sewer and water services.

The project, which involves pre-zoning the parcel to a Rural Residential (RR 20) designation, aligns with the city’s general plan for very low-density residential areas. The Planning and Economic Development Department recommended that the commission endorse this pre-zoning, noting that it complies with the California Environmental Quality Act and has been deemed exempt from further environmental review.

Commissioners expressed their familiarity with the site, with several having visited it prior to the meeting. The discussion highlighted that only this single parcel is being proposed for annexation, as a survey conducted by the Local Agency Formation Commission (LAFCO) revealed no interest from other property owners in the surrounding unincorporated area.

Questions arose regarding the current county zoning, which is classified as RR B6 20, indicating a minimum lot size of 20,000 square feet. The proposed RR 20 zoning is appropriate for the 0.57-acre parcel, allowing for the development of an ADU and other permitted structures under the RR zoning regulations.

The commission's recommendation will now move forward to the City Council for further consideration, marking a pivotal moment in Santa Rosa's ongoing efforts to expand housing options and improve infrastructure services.
