Raleigh Crest secures $22M in grants for transportation and infrastructure projects

The Balch Springs Economic Development Corporation (EDC) Type A Board convened on August 18, 2025, to discuss various initiatives aimed at enhancing local economic growth and infrastructure development. The meeting focused on updates regarding business attraction efforts, community partnerships, and significant transportation projects.

The session began with a report on the ongoing collaboration with the governor's economic development office to attract logistics, manufacturing, and warehousing tenants to the business park located at Peachtree in Raleigh Crest, just west of I-635. This initiative aims to fill vacancies and stimulate job creation in the area.

Next, the board reviewed the progress of the bridal program, which involves visiting local businesses to assess their needs and support their expansion efforts. This program has been instrumental in fostering relationships between the EDC and the business community.

The discussion then shifted to facade improvement projects approved over the past year, including enhancements for Quick Car, River Fencing, and Dallas Limestone Nets. These improvements are part of a broader strategy to revitalize the community's appearance and attract more visitors.

The board highlighted partnerships with various engineering and transportation firms, including Dallas County and the North Central Texas Council of Governments. These collaborations have successfully secured over $22 million in grant funding for transportation projects. A key project mentioned was the redevelopment of Higgertree Road, which will expand a one-mile stretch from two lanes to three, incorporating concrete paving, curb and gutter, drainage, sidewalks, and trails. This project is currently at 60% design completion and is being developed in partnership with TxDOT and the county.

Additionally, the board discussed a $13.3 million Capital Improvement Plan (CIP) financing approved by the council in May, which will fund several projects, including the City Center, Shepherd Lane, and Spring Oaks. The board also noted plans for sidewalk improvements connected to local elementary schools, with a grant application for $240,000 aimed at enhancing safe routes for students.

The meeting concluded with an overview of upcoming projects set to commence in the fall, emphasizing the EDC's commitment to fostering economic development and improving infrastructure in Balch Springs.
