City Budget Increases by $12.4M Driven by Water and Wastewater Costs

During the recent Richardson City Council Work Session, city officials reviewed the operating budget for the upcoming fiscal year, highlighting significant changes and allocations across various funds. The total operating budget is set to increase by approximately $12.4 million, bringing it to a total of $418.5 million, which represents a 3.1% rise compared to the previous year.

A key focus of the discussion was the General Fund, which is responsible for essential city services. This fund will see a modest increase of 0.67%, attributed to the diligent efforts of city departments and budget teams. Notably, $10.3 million of the budget increase is earmarked for purchasing water and treating wastewater, underscoring the city's commitment to maintaining essential utilities.

The meeting also addressed the internal services funds, which include insurance and technology replacement funds. A significant portion of the changes in these funds is linked to the core plan fund, which is expected to see a $2.2 million increase. Additionally, the restricted purpose funds, which encompass various police-related and grant funds, were discussed, with particular attention given to the Tax Increment Financing (TIF) funds. TIF 1 is projected to experience a notable decrease of about $2 million, reflecting the variable nature of economic development incentive payments.
