Richardson City Council considers special permit for senior activity center on East Beltline Road

The Richardson City Planning Commission meeting on August 19, 2025, focused on a significant proposal for a special permit to establish a Senior Activity Center at 1750 East Beltline Road. The proposed center aims to provide health and social services to seniors, including physical activity programs and on-site nursing support.

Miss Peters, representing the applicant, outlined the location of the center, situated at the southwest corner of Beltline Road and Yale Boulevard, within a retail shopping center. The area is designated as an enhancement zone in the Envision Richardson comprehensive plan, indicating it is a target for future development and mixed-use opportunities.

The center will occupy a space of 11,500 square feet within a larger building that totals 52,600 square feet. It is expected to serve up to 150 guests and staff, with a parking requirement of at least 50 spaces based on similar facilities. The applicant indicated that most attendees would arrive via a transportation van provided by the center, with only a small number expected to drive.

The proposed hours of operation are Monday through Friday, from 7:30 AM to 3:30 PM. The center will feature various facilities, including recreation rooms, a gym, offices, and a full-service kitchen to prepare meals for guests.

The commission discussed the need for the special permit, as the activity center is not listed in the current zoning ordinance. The proposal will be subject to specific conditions, including limiting the operation to the designated space and the operator, Mutual Care.

The meeting concluded without any public opposition to the proposal, and the applicant was present to address any questions from the commission. The decision on the special permit will be a crucial step in enhancing community services for seniors in Richardson.
