City Approves $751K HOPWA Funds for Latino Americana de Accion Social Housing Support

The Houston Housing and Affordability Committee convened on August 19, 2025, to discuss key initiatives aimed at improving housing support for vulnerable populations in the city. The meeting focused on a significant subrecipient agreement with Latino Americana de Accion Social, also known as FLOS, which aims to provide essential housing assistance to low and moderate-income households affected by AIDS or HIV.

The committee reviewed a proposal to allocate up to $751,073 in Housing Opportunities for Persons With AIDS (HOPWA) funds. This funding is intended to support a minimum of 66 households, with specific services tailored to their needs. The plan includes tenant-based rental assistance for 27 households, permanent housing placement services for 10 households, and critical case management for 29 households. The latter services may encompass outpatient treatment, crisis intervention, psychotherapy, and psychoeducation.

The term of the agreement is set from October 1, 2025, to September 30, 2026, with an option for renewal at the city's discretion. FLOS has a history of receiving funding from the city since 2025 and has demonstrated compliance, with no findings reported in their last monitoring review.

During the meeting, key representatives from FLOS, including Project Director Kimmy Palacios, Administrative Director Jorge Lopez, and Housing Support Coordinator Esmeralda Oregon, were present to address any questions from the committee members.

The meeting concluded with an acknowledgment of the staff present and a commitment to continue supporting initiatives that enhance housing affordability and accessibility for those in need.
