Bluegrass Area Development District outlines regional plans and workforce initiatives

The Bluegrass Area Development District (BGADD) is set to enhance regional collaboration and economic development in Central Kentucky, as outlined in a recent presentation to the Lexington-Fayette Urban County Government (LFUCG) Budget and Finance and Economic Development Committee. Chief Financial Officer Michael Bushman, alongside Executive Director David Dutlinger, detailed the district's mission and ongoing projects aimed at improving the quality of life for residents across the 17-county region.

BGADD's comprehensive approach includes planning for land use, infrastructure, transportation, and workforce development. The organization is tasked with creating a Comprehensive Economic Development Strategy (SEDS) that guides public and private investments, ensuring that resources are allocated effectively to foster a robust regional economy.

Key initiatives highlighted during the meeting included workforce development programs targeting adults and youth, particularly those facing barriers to employment. The district has implemented work-based learning opportunities and credential training to equip individuals with the skills needed for in-demand jobs. In fiscal year 2025, BGADD served numerous businesses in Fayette County, facilitating connections between job seekers and employers through various community engagement events.

Additionally, the aging services program has made significant strides, advocating for seniors and providing essential resources. In the past year, BGADD served 196 seniors and caregivers, offering programs that promote health and well-being. The organization also introduced the Participant Directed Options program, allowing eligible individuals to self-direct their care, which has proven beneficial for many in the community.

Transportation planning remains a priority, with BGADD actively participating in regional coordination efforts to improve transit options for elderly and disabled residents. The district has administered over $191,000 in grant and loan funding to support various initiatives across the region.

As BGADD continues to address pressing issues such as the opioid epidemic and broadband access, the emphasis on regional cooperation and effective public policy remains crucial. The collaborative efforts of BGADD and LFUCG aim to create a more prosperous future for all residents in the Bluegrass region.
