The Edina Housing & Redevelopment Authority (HRA) meeting on August 14, 2025, spotlighted a significant step forward in local development, as the board moved to recognize a preferred development team for a prime site near Highway 100. The site, located just west of the highway and behind Jerry's Foods, has attracted considerable interest, with 11 proposals submitted earlier this year. After careful evaluation, the HRA is poised to work with a team comprised of Hempel Real Estate, Monarch Development Partners, Jester Concepts, and Rokos Advisors.
The proposed project aims to create a "missing middle" housing development, featuring townhomes, condominiums, and commercial spaces designed to foster a walkable neighborhood. This initiative aligns with the city’s goals of enhancing community living while ensuring that 10% of the units remain affordable for families earning around 80% of the area median income (AMI).
During the meeting, HRA Manager Neuendorf emphasized the importance of balancing various community goals, including project compatibility with the city’s comprehensive plan and the potential fiscal impact on the neighborhood. The development team’s proposal stood out for its thoughtful approach to site challenges and its commitment to community values.
Commissioner Jackson raised concerns about ensuring the long-term affordability of the units, to which Neuendorf assured that legal frameworks would be established to maintain affordability over time. The board's decision to move forward with this team marks a pivotal moment in the redevelopment of the site, with plans for a formal contract expected by late September.
As the HRA prepares to engage in further discussions and formalize agreements, the community can anticipate a project that not only addresses housing needs but also enhances the overall character of Edina.
