City Officials Propose Pedestrian Underpass at France Avenue and 70 Second Street

The Edina City Council meeting on August 19, 2025, focused on the proposed improvements for the France Avenue pedestrian crossing, a project that has been in development for several years. City staff, including bike and pedestrian expert Andrew Cipione, provided an update on the project, which aims to enhance safety and accessibility for residents and workers crossing this busy roadway.

The discussion highlighted the challenges posed by France Avenue, which is classified as Highway 17 by Hennepin County and features six to eight lanes of traffic. This designation complicates collaboration between the city and county regarding traffic speeds, volumes, and pedestrian crossings. The city has been exploring solutions since a 2007 study recommended various pedestrian improvements, including crosswalks and an overpass, though funding limitations have hindered full implementation.

Recent developments in the area, including new construction projects, have prompted city officials to revisit the idea of a safer pedestrian crossing. The current proposal includes the possibility of an underpass at the intersection of 70 Second Street and France Avenue. Initial designs suggest a wide underpass, approximately 33 feet in width, to ensure safety and comfort for users. The design aims to incorporate natural light to alleviate concerns about safety in enclosed spaces.

Community engagement has been a significant aspect of the planning process. City officials reported a successful joint meeting with local neighborhood groups, which attracted around 80 attendees, and an online discussion that garnered over 2,000 views and 250 comments. Feedback from these sessions, along with input from various city commissions, will inform the next steps in the project.

As the city moves forward, officials are optimistic about securing funding and finalizing designs to improve pedestrian connectivity in this vital area. The proposed enhancements are seen as a crucial step in addressing long-standing safety concerns and fostering a more walkable community.
