Carlsbad Commission Approves Coastal Development Permit for Yamanaka Residence

The City of Carlsbad's Planning Commission convened on August 20, 2025, to discuss a significant coastal development project at 5410 El Orbel Drive. The proposal involves demolishing an existing single-family home and constructing a new two-story residence that will span 3,940 square feet. This development is situated in a residential zone adjacent to a state-owned open space reserve, which includes wetland and riparian habitats.

The new structure is designed to be modern and will feature three bedrooms, three and a half bathrooms, and an attached gym. Notably, the existing pool and spa will remain on-site. The project adheres to environmental regulations, including a 100-foot wetland buffer and a 50-foot riparian buffer, ensuring that it does not disrupt the surrounding natural habitats.

City staff reviewed the project and determined it qualifies for a categorical exemption from environmental review under the California Environmental Quality Act (CEQA), citing that it meets all relevant development standards and will not obstruct coastal views from public lands. The Planning Commission received no public correspondence opposing the project, and the staff recommended approval of the coastal development permit.

During the meeting, Commissioner Lafferty raised concerns regarding the qualifications of historians involved in assessing the historical significance of the existing structure. He questioned whether the Historic Preservation Commission has established a list of approved historians to ensure thorough evaluations. Staff clarified that while the commission reviews environmental documents, it has not created such a list, and no objections to the historian's findings had been submitted.

The meeting concluded without public testimony against the project, and the architect representing the applicant expressed agreement with the staff's recommendations. The Planning Commission's approval of the project is anticipated to move forward, reflecting the city's ongoing efforts to balance development with environmental stewardship.
