The presentation, by Joe Ladecky and Roy DeSueit of the Nevada Economic Assessment Project (NEAP), was delivered to the Lyon County Board of County Commissioners during the board’s Aug. 21 meeting.

The consultants said the analysis was funded primarily by Nevada Rural Housing and is intended as a baseline data set, not a policy prescription. “This analysis was primarily funded by our partners at Nevada Rural Housing,” Joe Ladecky said. He and Roy DeSueit reviewed supply, demand, vacancy, permit and affordability measures for Lyon County and selected communities.

The report found a modest increase in housing units between 2015 and 2022 (presenters said 9.6%), but noted that a large share of existing housing was built between the 1970s and 2009. Presenters compared U.S. Census estimates to county assessor data and said assessor records show a higher share of manufactured/mobile homes than federal data. “There’s a little bit of a lack of communication between locals versus the federal government,” DeSueit said when comparing datasets.

On affordability, presenters said median household income for the county is about $70,026. Using common underwriting assumptions, NEAP estimated that a household at 50% of the median income could afford a home valued at roughly $102,202 and monthly housing costs near $945 — figures well below typical market prices. Ladecky noted the county’s census median home value (presenters quoted a Census estimate of $314,300 and an assessor/Zillow comparison showing higher values) and said that price-income gaps persist across common income bands.

The presentation emphasized cost burden among lower-income renters: according to the slides, nearly 70% of renter households earning less than 80% of area median income pay more than 30% of income for housing, and about 33.5% pay more than 50%. Presenters contrasted that with owner households, where a larger share were described as not cost-burdened. Ladecky cautioned that some locally owned, mortgage-free households can appear as low-income in the data even though they are housing-secure; the analysis primarily addresses prospective buyers.
