South Coast Investments seeks zoning change for industrial development in Opel

The Fauquier County Planning Commission held a regular meeting on August 21, 2025, focusing on a proposed amendment regarding outdoor storage and building requirements for a commercial property. The meeting began with a presentation outlining the minimum requirement of a 3,000 square foot building for any outdoor storage, along with an additional 10-foot landscape buffer.

Chuck Floyd, representing South Coast Investments, addressed the commission, explaining the history of the property and the need for the amendment. He noted that the original rezoning in 2014 aimed to develop the property commercially, but changes in road access and market interest shifted the focus toward industrial use. Floyd highlighted that previous plans for a convenience store and gas station fell through due to the closure of Old 17, which limited access to the site.

Floyd detailed that recent interest from potential buyers, including a contractor looking to establish an impound yard and office, prompted the need for a proffer and a Concept Development Plan (CDP) amendment. He emphasized that the lack of public water in the area had previously hindered development but expressed optimism about future possibilities as water access improves.

The commission discussed the implications of the proposed changes, including the potential for a small industrial development that would remain discreet and screened from view. Floyd reassured the commission that the outdoor storage would be managed in a way that minimizes visual impact.

During the public hearing, Greg Raffo, a neighboring property owner, attended to seek clarification on the definition of a storage lot. The commission advised him to consult with staff for detailed information.

The meeting concluded with an open invitation for further questions from the commission, indicating ongoing engagement with community concerns and the potential for future developments in the area. The commission will continue to review the proposal and its implications for the community as they move forward.
