Schroeder said the deannexation process is governed by state statute cited in the packet as “15 1 4 21” and that the petition to deannex was filed with the city on June 26, 2025. She said the Board of County Commissioners reviewed and approved the deannexation report on Aug. 19, 2025. She added that annexations where the city is the sole owner are governed by statute identified in the packet as “15 1 4 07” and do not require a public hearing, public notice, or annexation report; nevertheless, the city published a legal ad and held a public hearing at the planning commission meeting. Schroeder said no public comments had been received by staff to date.

The commission voted separately to recommend approval of each ordinance. Commissioners noted the golf course will technically own and maintain slightly more land but that the boundary adjustment reflects how the course has been operated. Upon annexation, the added land will take the default R‑1 residential zoning consistent with the existing golf course parcel, Schroeder said.
