Planning Director Addresses Water Drainage Concerns Ahead of Subdivision Development

Residents of the Kenai Peninsula Borough raised concerns about water drainage issues during a recent Plat Committee meeting held on August 25, 2025. The discussions centered around the potential impact of subdivision developments on existing drainage problems in the area.

One resident expressed worries about water pooling in front lots, particularly during years of heavy snowfall when the ground remains frozen. The resident questioned how the planned subdivision would address these drainage issues, highlighting that water levels can vary significantly from year to year. Planning Director Robert Ruffner responded, assuring that the borough prioritizes adequate drainage in any road development to prevent water accumulation that could affect road maintenance. However, he noted that there are no specific codes governing drainage on private properties.

The resident also inquired about the potential effects of construction on local water tables, given that their well is located 65 feet deep. Ruffner reassured them that wells at that depth are generally safe from surface disturbances. He suggested that residents concerned about their water rights could file with the Alaska Department of Natural Resources to secure legal standing in case of future disturbances.

Brandon Dilke, a survey technician involved in the subdivision project, joined the meeting to address any further questions. He confirmed the presence of existing drainage features along the proposed development area, indicating that the road is currently in good condition and could handle seasonal use if maintained properly.

The meeting underscored the importance of addressing community concerns regarding water management as the borough moves forward with subdivision plans.
