Marion County staff recommend denial of Coventry project due to infrastructure concerns

The Marion County Planning & Zoning Commission convened on August 25, 2025, to discuss several key agenda items, primarily focusing on proposed developments and their implications for local infrastructure and services.

The meeting began with a review of a project located on the western side of Highway 441, which is currently under consideration. Staff noted that a market study was submitted shortly before the meeting, but they had not yet reviewed it. There are approximately 1,700 unbuilt residential units in the area, excluding the Sunset Villas, raising concerns about the capacity of local emergency services.

Both Marion County Fire Rescue and the Marion County Sheriff expressed significant concerns regarding emergency service capabilities in the area. Fire services indicated that two facilities are exceeding operational targets, necessitating additional support. The Sheriff’s office stated that while they could manage the current project, additional deputies would be required if another project were to proceed.

The proposed development is estimated to include 220 dwelling units, with the current application requesting 175 units. However, staff highlighted that the traffic study submitted was incomplete and raised concerns about existing roadway conditions. Preliminary findings indicated that multiple roadways and intersections would fail to operate effectively under current and projected traffic conditions, which do not account for the proposed developments.

Staff emphasized that necessary improvements to the roadways are not included in the county's five-year Transportation Improvement Program (TIP), which poses a significant issue. They recommended denial of the project due to existing transportation level service issues and the potential adverse effects on public interest and compatibility with surrounding uses.

The commission discussed the implications of denying the plan amendment, noting that it would also affect the associated zoning change. Staff reiterated that the proposed project does not align with the county’s planning goals and would exacerbate existing infrastructure challenges.
