Aberdeen City Council introduces revamped daycare policies to enhance childcare access

Aberdeen's City Council has taken significant steps to enhance childcare services in the community, following a meeting on August 25, 2025. The council approved a series of reforms aimed at improving the home daycare process, which is crucial for supporting working families and fostering economic development.

One of the key changes allows the Community Development Department to approve daycare locations administratively, eliminating delays associated with the zoning board. This streamlined process is expected to reduce the time it takes for new daycare facilities to open, ensuring families have quicker access to childcare services.

Additionally, the finance officer will now have the authority to issue daycare licenses as soon as all requirements are met, with an appeal option available to the council in case of denials. This change includes provisions for temporary operations of up to 60 days for daycares while their licensing is finalized, preventing disruptions for families during transitions.

The council also introduced a new family daycare option, allowing providers caring for five or fewer children to operate under their homeowner's insurance rather than requiring commercial policies. This initiative aims to lower costs for smaller daycare providers and encourage more individuals to enter the childcare business.

To further simplify operations, daycare license renewals will now occur biannually in April and September, rather than at different times throughout the year. This change is designed to enhance communication and streamline the renewal process, making it easier for providers to stay compliant.

The council is also launching a "licensed helper" program to address gaps in daycare coverage. This program will allow providers to hire licensed substitutes, ensuring continuity of care for children even when primary caregivers need time off.

In addition to these reforms, the city plans to create a dedicated webpage for daycare resources, including FAQs, application forms, and a directory of licensed providers. This online platform will serve as a valuable tool for both current and prospective daycare operators, making it easier to navigate the licensing process and access community resources.
