City Council Approves $2.29M Contract for North Interceptor Force Main Project

Derby City Council has taken a significant step towards enhancing its infrastructure by approving a contract for the North Interceptor Force Main project. During the meeting on August 26, 2025, the council authorized the city manager to enter into a contract with NOAC Construction for a total of $2,289,913.86, slightly above the engineer's estimate of $2,236,365 but well below the authorized resolution of $2,700,000.

This project is crucial for the development of the Sky Ridge and Greenwood Village areas, which together encompass approximately 500 acres. The Sky Ridge development will contribute 6.5% of the project costs, while future developments in the area are expected to cover up to 25% of the total costs as they come online. The council's previous changes to the public infrastructure improvement policy have positioned the city to capture revenue from these developments as they progress.

The construction will primarily utilize horizontal drilling techniques, a method that NOAC Construction specializes in, ensuring efficiency and effectiveness in the installation process. The project is designed to serve both existing and future developments, with the potential to significantly improve sewer capacity in the region.

However, the project is currently facing challenges related to securing a final easement. The city has initiated the process of eminent domain to expedite negotiations with the property owner, aiming for a resolution by early September. The council expressed hope for a favorable outcome to avoid further complications.

Additionally, the council reassured residents that the construction will not impact the tree line along High Park, addressing community concerns about environmental preservation.
