Winchester Proposes 8-Foot Fence Around CSX Railroad Storage Yard

The Winchester City Council's Planning and Economic Development Committee has taken a significant step towards enhancing the North End community by approving a request for a conditional use permit to install an 8-foot screening fence around the CSX Railroad storage yard. This decision aims to improve the visual appeal of the area, particularly as the city prepares to transform adjacent lots into public green space.

During the meeting, city planner Sean Benson explained that the proposed fence will serve to shield the storage yard, which currently houses various railroad materials, from public view. The installation of this fence is crucial as it will help integrate the storage yard into the community's landscape, especially with the ongoing stormwater drainage projects in the North End.

Currently, zoning regulations limit front yard fences to a height of 4 feet and require them to be at least 25% open. To exceed these limits, the city must demonstrate that compliance is impractical or that the alternative design aligns with the neighborhood's character. The committee is working closely with the North End community to ensure the fence design reflects local preferences. Plans include using precast concrete panels with a stucco finish, which will later be adorned with a mural designed by community members.

The committee has outlined four conditions for the project, including the submission of a zoning fence permit and discussions with the North End committee about enhancing the wall's design through variations in height or vertical recesses. This collaborative approach not only addresses community concerns but also fosters a sense of ownership and pride among residents.

As Winchester moves forward with this project, the installation of the screening fence is expected to significantly enhance the aesthetic quality of the North End, contributing to the overall goal of creating inviting public spaces for residents to enjoy.
