Leander City Council approves $72M financing agreement for Brushy Creek project

Leander's Board of Directors has taken a significant step towards enhancing the city's water infrastructure by approving a resolution to execute a financing agreement for the Brushy Creek project. During the meeting on August 27, 2025, the board authorized the president to sign a swift financing agreement amounting to $72.48 million, marking the first bond take down under the swift commitment approved by the Texas Water Development Board earlier this summer.

The financing will be executed in two tranches, with the first tranche of $36.24 million allocated for the continuation of the Brushy Creek project, specifically for the phase 2a expansion of the water treatment plant. This expansion is crucial for meeting the growing water demands of Leander's residents and ensuring a reliable water supply.

Gregory Miller, Leander's bond counsel, provided insights into the financing process, explaining that the agreement will be routed for signatures and that the water board will subsequently authorize the issuance of the bonds. The board is expected to revisit the bond resolution in October, with further steps contingent on the water board's successful bond closing.

In addition to the financing agreement, the board also discussed a resolution to authorize an agreement with Smith Pump Company for the repair of booster pump number 3, although details on this item were less emphasized.
