Indianapolis Legal Aid Leaders Urge Council to Maintain Immigrant Legal Services Funding

The Public Safety & Criminal Justice Committee of the Indianapolis City Council convened on August 27, 2025, to discuss critical issues surrounding legal aid and immigration services in the city. The meeting featured testimonies from various legal service providers highlighting the urgent need for continued funding and support.

David Sneed, Chief Operating Officer of the Minneapolis Legal Aid Society, addressed the committee, emphasizing the significant impact of their work on the West Side of Indianapolis. He noted that in June alone, his organization negotiated approximately $500,000 in debt relief for clients facing eviction. Sneed also highlighted the role of their in-house social worker, who assists clients with basic needs and housing applications, showcasing the multifaceted approach to legal aid.

Hannah Cartwright, an immigration attorney from Mariposa Legal, spoke about the impending closure of her organization due to funding instability. She urged the council to reconsider a proposed $100,000 budget cut to the Immigrant Legal Services Fund. Cartwright pointed out that a staggering 68% of immigrants in Indiana do not have legal representation in court, underscoring the critical need for continued support. She argued that cutting these funds would exacerbate the existing gaps in legal services for immigrants, particularly as the state prepares to increase its capacity for detaining immigrants.

Director Merkley also expressed gratitude for the dedication of the legal service teams, acknowledging the emotional and challenging nature of their work. He reassured the committee that efforts would continue to demonstrate the effectiveness of their programs.

The meeting concluded with a call for further discussion on how to enhance support for legal services in Indianapolis, particularly in light of the challenges faced by immigrant communities. The committee's deliberations highlighted the ongoing need for adequate funding and resources to ensure access to justice for all residents.
