Housing Advocates Propose Strategies for Affordable ADU Development in Local Community

The Carbondale Planning and Zoning Commission meeting on August 28, 2025, highlighted critical discussions surrounding affordable housing strategies and zoning regulations aimed at enhancing community living conditions. To incentivize landowners to accept deed restrictions on accessory dwelling units (ADUs), he proposed several strategies, including reducing parking requirements, waiving various fees, and potentially subsidizing the legalization of existing units.

John Williams, another attendee, advocated for simplifying the approval process for housing developments. He suggested that making ADUs a use-by-right would streamline the process, eliminating lengthy special use permits and ensuring uniformity in zoning regulations across the town. Williams stressed the importance of equal impervious surface percentages based on lot size, regardless of the neighborhood, to promote fairness in development opportunities.
