City Council Selects Friese and Nichols for Comprehensive Plan Update Project

Taylor City Council has taken a significant step towards enhancing its urban planning and development framework by awarding a contract to Freeze and Nichols Incorporated for a comprehensive plan and development codes update. During the meeting on August 28, 2025, the council approved the request for qualifications after a thorough selection process that began in May.

The decision, which carries a fiscal impact of $133,000 for the first phase, aims to engage city staff, stakeholders, and citizens in a detailed diagnostic of current ordinances and regulatory documents. This initial phase will set the groundwork for future amendments to the city’s planning and development strategies, ensuring they align with community needs and expectations.

Mayor Pro Tem Samari and Councilwoman Long led the motion to approve the contract, emphasizing the importance of this update for the city’s growth and development. The council expressed confidence in Freeze and Nichols, with the principal, Chance Sparks, present to affirm their commitment to the project.
