Mendota Heights Council Reviews Traffic Revision for Happy Joe's Pickup Window

In a significant move to enhance traffic flow and convenience for residents, the City Council of Inver Grove Heights has approved a traffic revision plan for the new Happy Joe's Pizza and Ice Cream location at 750 Main Street. During the meeting on September 2, 2025, Director Ruzek presented the proposal, which aims to facilitate a pickup window for the restaurant, allowing customers to collect their orders without leaving their vehicles.

Ryan Smith, the area director for Happy Joe's, emphasized the restaurant's commitment to community engagement and family-friendly experiences. The proposed pickup window is designed to alleviate the need for customers to exit their cars, particularly during harsh weather conditions. This initiative aligns with the restaurant's focus on convenience and customer satisfaction.

The traffic revision involves modifying the existing traffic patterns in the area. A traffic study conducted by SRF Consulting revealed that the southern tunnel, which has historically served as a southbound access point, experiences minimal traffic—averaging only 12 vehicles daily. In contrast, the eastern tunnel is heavily utilized, prompting the decision to convert both tunnels to northbound access. This change is expected to reduce confusion among drivers and streamline traffic flow.

The council discussed the necessary adjustments, including the removal of existing signage and the installation of new directional indicators to guide drivers effectively. The plan includes relocating a "do not enter" sign and adding temporary signage to ensure clarity during the transition.
