Epcon Communities proposes 67 housing units in Durham's development plan amendment

A proposed zoning change in Durham City could pave the way for a new residential development featuring up to 67 single-family and townhouse units. The Durham City Council met on September 2, 2025, to discuss the application from Epcon Communities, which seeks to transition the current residential rural zoning to a plan development residential designation.

The proposed development, covering 22 acres, aims to cater to a diverse range of buyers, including older adults and first-time homeowners. Epcon Communities, known for its commitment to creating accessible living spaces, plans to include first-floor living options in every unit, ensuring ease of access for residents. Additionally, the development will feature solar conduit installations, promoting sustainable energy use among homeowners.

During the meeting, the applicant highlighted the project's alignment with the city’s place type map, which designates the area as a mixed residential neighborhood. If approved, the zoning change will not alter this designation. The council received positive feedback from nearby residents, who expressed support after their concerns about connectivity were addressed.

In a significant commitment to the community, Epcon has pledged monetary contributions of $10,500 to the Durham Public Schools and $80,000 to the dedicated housing fund, further emphasizing their investment in local infrastructure and resources.

The planning commission has recommended approval of the project, and the council is expected to deliberate on the proposal in the coming weeks. This development could mark a notable step in addressing housing needs in Durham, blending accessibility with modern living solutions.
