BDSD Secures $5M for Renovation Improvements Including AC and Roof Repairs

The Hawaiʻi Community Development Authority (HCDA) convened on September 4, 2025, to discuss key developments regarding the renovation improvements funded by a $5 million grant to the Business Development Support Division (BDSD). The meeting focused on the execution of a Memorandum of Agreement (MOA) that outlines the roles and responsibilities of HCDA, BDSD, and the East West Center in overseeing the project.

Dennis Ling, the administrator of BDSD, provided insights into the planned improvements, which include air conditioner replacements, roof repairs, and the installation of wheelchair lifts. Ling emphasized the capacity and willingness of HCDA to assist in the project’s execution.

During the discussion, Member Sakoda raised concerns regarding HCDA's financial oversight and approval process for payments related to the project. Sakoda questioned whether HCDA's role was merely advisory or if it had a more significant responsibility in managing the budget and finalizing payments. In response, it was clarified that HCDA is not responsible for the overall project management. Instead, their role involves confirming that the work completed aligns with the invoiced amounts submitted by the East West Center for state payment.
