Springville City Council has taken a significant step towards enhancing local infrastructure and attracting new business with the approval of a memorandum of understanding (MOU) for public infrastructure development at Exit 261. This initiative aims to facilitate the arrival of Buc-ee's, a popular family travel center, marking its first venture into Utah.
During the meeting on September 3, 2025, council members discussed the current lack of infrastructure in the area, which is limited to a power line serving street lights and a traffic signal. The MOU outlines the city's commitment to reimburse Buc-ee's for 50% of the costs associated with constructing new arterial roads, specifically 1,400 North and 2,600 West. These roads are essential for managing increased traffic flow as the area develops.
The city plans to allocate $625,000 to Buc-ee's for infrastructure improvements, including the installation of a sewer lift station that will benefit not only Buc-ee's but also other future businesses in the vicinity. Additionally, the city will cover the costs for upsizing sewer and water lines beyond Buc-ee's requirements and will fully reimburse the company for a necessary water line bore under Interstate 15.
The council emphasized the collaborative efforts between the city, the Utah Department of Transportation (UDOT), and Buc-ee's to ensure that the infrastructure meets the needs of the community and supports future growth. The resolution allows the mayor to finalize the agreement, contingent upon budget approval and engineering assessments.
