Emmanuel Baptist Church seeks permit for preschool and childcare center in Hampton

A conditional use permit for a new preschool and childcare facility proposed by Emmanuel Baptist Church is set to move forward after receiving a favorable recommendation from the Newport News Planning Commission. The facility, named Emmanuel Early Learning Academy, aims to serve children from six weeks to five years old, along with before and after school care for grades K to 5.

Located on 9.7 acres at 69 Saunders Road, the site is strategically positioned near the Big Bethel Reservoir and is designated as a community facility in the city’s 2040 Comprehensive Plan. The Planning Commission highlighted that the proposed preschool aligns with the community's needs and will have minimal impact on surrounding residential areas.

The facility plans to accommodate up to 150 children, with designated indoor spaces and an outdoor play area that meets state requirements. The design includes a one-way circulation pattern for safe drop-off and pick-up, ensuring compliance with Virginia's childcare regulations.

City departments have expressed no objections to the application, and the Planning Commission's recommendation will now be forwarded to the city council for final approval. If granted, the preschool is expected to enhance local childcare options and support families in the Newport News area.
