Annapolis Launches Cadet Program for Future Firefighter EMTs with State Funding

The Finance Committee Meeting held on September 3, 2025, in Annapolis, Maryland, focused on the introduction of a new cadet program aimed at training young individuals to become firefighter EMTs. The program will bring in ten interns, aged 18 to 25, who will receive training funded by the state. Upon completion, these interns will earn national certifications, preparing them for careers in public safety. Chief Romali emphasized the importance of this program, noting that it is the first of its kind in Maryland to offer paid internships that include training at a career fire school.

While the state covers the hourly costs for the interns, the city will incur additional expenses related to benefits, protective clothing, and other human resources costs. The city has secured funding from various sources, including the mayor's office and the city manager's office, to help manage these costs.

Council members expressed enthusiasm for the program, highlighting its potential to engage local youth in public safety careers. Chief Romali noted that the initiative has generated interest among residents and aims to create a pipeline of future firefighters. He also mentioned that some applicants were not accepted due to not having driver's licenses, which is a requirement for the program. Efforts are being made to assist these individuals in obtaining their licenses for future recruitment opportunities.

The committee plans to monitor the program's progress and its impact on local public safety recruitment. This initiative represents a significant step towards enhancing community involvement in emergency services and addressing workforce needs in the fire department.
