Lawrence Commissioners Consider Tenant Right to Counsel for October 1 Agenda

During the Douglas County Board of Commissioners meeting on September 3, 2025, community members voiced strong support for the proposed tenant right to counsel ordinance, urging the commissioners to place it on the agenda for a vote on October 1. Gabby Sprague, a local resident, highlighted the challenges tenants face in eviction proceedings, noting that over 90% of landlords had refused mediation in a pilot program. She argued that having legal representation would not only help prevent illegal evictions but also encourage landlords to engage in mediation, ultimately benefiting both parties.

Sprague emphasized the importance of addressing the root causes of eviction, suggesting that funding should be directed toward preventative measures rather than solely responsive services. She pointed out that many tenants do not attend court hearings due to fear and lack of support, and having a lawyer could significantly increase their chances of showing up and defending their rights.

Another resident, Carson Walker, echoed Sprague's sentiments, sharing his own feelings of insecurity as a renter and urging the commissioners to support the ordinance. The public comments reflected a growing concern among residents about housing stability and the need for legal protections for tenants.

In addition to the tenant rights discussion, the meeting included a nomination for Patricia Kiester to the seventh judicial district nominating committee, which passed unanimously. The commissioners also discussed upcoming events, including a ribbon-cutting ceremony for an ADA kayak launch at Lone Star Lake.

As the meeting concluded, the commissioners acknowledged the importance of ongoing communication with federal representatives regarding local issues, particularly concerning Haskell Indian Nations University and the recent restoration of full funding for the institution.
