Bissonette said the project envisions 12 single-family, three-bedroom homes, with three units designated affordable. Each lot would have an individual septic system and municipal water at the street. Rose.

David A. Rose told the board he bought the former John Ryder building and has opened a small used-car lot. He said the lot is commercially zoned and he previously received a dealer’s license from the Board of Selectmen, but needed the ZBA special permit to place 10 unregistered vehicles for sale along the Main Street frontage.

“I've opened a small used car lot there. I was granted a dealer's license from the Selectmen … even though it is commercially zoned … I would need to get a special permit for the 10 car dealer's license that we have for the property,” Rose said.

Rose told the board the business will be sales by appointment only; no repairs, no storage of hazardous materials, no scrap vehicles, and no boats, RVs or trailers. He said there will be customer parking behind the buildings and the 10 vehicles on the front lot will be the inventory for sale.

The Board of Health reviewed the property and reported that a Title 5 inspection was not conducted at transfer. The health board voted to allow the petitioner until May 3, 2020, to replace the existing cesspool and required the cesspool to be pumped every six months until the upgrade is completed. The Board of Health stated it will condemn the building if the septic upgrade is not completed by that date; no extensions or variances would be granted, the memo said. The petitioner told the ZBA he plans to tear down the existing building and replace it within two years.

The planning board reviewed the petition and offered no comment. Board members also asked about surfacing and whether the lot had been paved; Rose said the lot currently uses crushed gravel and dirt in the back but that the front area would be used for the 10 vehicles. Several members praised Rose’s track record of improving properties he has taken over.

A motion to accept the petition as presented was made and seconded; the board voted in favor and the permit was issued for 10 unregistered cars for sale. The petition, filed by Michael Mastringelo, requested relief under the town’s zoning rules to increase the existing sign area from about 64 square feet to 88 square feet. The board approved the petition after members said the sign is set back far enough from the road not to obstruct visibility for drivers.

“Just an LED sign that's gonna allow us to do specials, just to give us a little bit more visibility,” Michael Mastringelo said at the meeting. Board members asked about sight lines and the clearance under the sign. The board chair, speaking for the panel, said his main concern was safety and visibility: he asked that the sign leave a clear opening beneath it so drivers exiting the driveway would still have sight lines down the road. Another board member suggested raising the sign, but Mastringelo said doing so would require reconstructing the whole structure; he said the LED would be installed beneath the existing sign and that there would remain several feet of clearance underneath.
