The Hermosa Beach City Council has voted to extend the short-term vacation rental (STVR) program for an additional two years, allowing it to continue until October 2027. This decision was made during the council meeting on September 9, 2025, following a presentation by Planning Manager Alexis Oropeza, who outlined the program's history and current status.
Originally adopted in February 2019, the STVR regulations permit rentals of residential units for periods of less than 30 days in designated commercial zones. The program has been extended twice before, in 2021 and 2023, and the council confirmed that there would be no changes to the existing regulations, which prohibit STVRs in residential zones.
During the meeting, council members discussed the number of eligible properties for STVRs, with approximately 144 units identified—66 in the coastal zone and 79 outside of it. However, only about 12 of these units are currently registered and operating as short-term rentals. The council expressed interest in understanding why more eligible properties are not participating in the program.
Public comments highlighted concerns about the impact of short-term rentals on housing availability and rental prices. One speaker referenced the situation in New York City, arguing that short-term rentals do not significantly contribute to housing scarcity. Another commenter urged the council to consider the implications of ongoing lawsuits regarding STVRs in residential areas and the need for a backup plan should the current regulations face legal challenges.
