Staff said those proposed library rates would yield an approximate revenue increase of $126,323 (about 4.5 percent). Library staff explained that part of the library rate funds debt service and that a temporary debt-related portion of the rate will drop off in 2032 or 2033 when that debt matures.

Councilmembers asked clarifying questions about how senior assessment caps and board-of-equalization adjustments affect the revenue estimates. Staff repeated that the numbers are preliminary and come from county valuation data, and that the board of equalization process may change individual assessed values and overall totals.

City Planner 2 Amy Lowry presented the development plan and described the site as the southern 1.4-acre parcel of the former Commerce Bank property. She said the applicant proposes 4,829 square feet of ground-floor commercial space along Kirkwood Road, about 81,896 square feet of building (not including a parking structure), and 16 dwelling units on floors two through four. The plan includes a parking structure with 111 spaces, 13 bike racks and five accessible spaces, and a floor area ratio of about 1.3 (code allows up to 2.5). The building would be under the 60-foot height limit in the zoning code.

Lowry said the applicant requested a modification to the mandatory type C buffer on the property’s east side: instead of a six-foot masonry sound wall with a planting buffer, the proposal would retain an historic limestone wall where possible and provide a five-foot pedestrian sidewalk and an eight-foot, black vinyl-coated chain-link fence. Lowry described other staff concerns the applicant had addressed, including a revision to a tree well to meet the city forester’s seven-foot minimum and a required photometric plan showing average illumination for pedestrian routes.

For the applicant, George Stock of Stock and Associates and Matt Siegel of TriStar Properties answered council questions. Stock said the current design is smaller than a prior concept (about 4,800 square feet of commercial space now versus roughly 5,300 previously) and removed a formerly proposed swimming pool amenity. Siegel said cross-access and certain cross-access indentures with the northern Commerce parcel are already in place; he said those easements exist “in approvable draft form” with Commerce and that the project team is “comfortable with our parking counts.”

Council members and residents pressed the team on how the Adams Avenue elevation would relate to the adjacent historic stone Presbyterian church and to the downtown character. Councilmember McClain urged the applicant to pursue architectural features that read as “more Kirkwood-ish,” including rooflines, balconies and textured materials that respond to nearby historic buildings. Stock replied that the team will “modify the architecture” and move toward a more traditional brick palette, and he said the team plans further design refinement before final site plan review by the Architectural Review Board.

Several residents and community stakeholders spoke during the hearing. Fonda Fauntroy Richards told the council, “I do not like this plan as it goes forward. I do not approve of the B-2 application.” Longtime resident Victoria Bader, who identified herself as a Kirkwood Historical Society board member speaking for herself, said, “What I am against is ugly progress,” and urged the council to require architecture that preserves Kirkwood’s character. Carrie Paske, executive director of the Downtown Special Business District, said the district welcomes development “but we want to see it in the right way,” asking that commercial frontage be usable by the public rather than consisting mainly of a private clubhouse and parking.

Planning and Zoning’s reports (a P&Z subcommittee report dated Aug. 6 and the commission report dated Aug. 7) recommended approval of the development plan with conditions. Lowry reminded council that, as a development plan, final site plan approval would return to Planning and Zoning and City Council for review within 12 months if the council approves the development plan.

Councilmembers repeatedly asked the applicant to revise elevations facing Adams and to break up the parking garage visually. The applicant said he would take design direction back to his architect, pointing to possible direct-entry units and two-story townhouse-style entries to provide variety and “wow factor” on the Adams frontage.
