Norwalk City officials have made significant strides in addressing affordable housing needs following a recent Planning & Zoning Commission meeting. The commission approved a development plan that will provide 68 new residential units, specifically designed for low-income residents earning between 30% and 50% of the Area Median Income (AMI). This decision is expected to enhance housing accessibility for vulnerable populations in the community.
The proposed development will feature a mix of units, with 49 designated for residents at 30% AMI, primarily benefiting current public housing tenants from LeRoy Downs. An additional 19 units will be available for seniors aged 62 and older at 50% AMI, with a new waitlist opening for these units. This initiative aims to alleviate the housing crisis faced by low-income families and seniors in Norwalk.
During the meeting, discussions highlighted the project's compliance with zoning regulations, which allow for increased density when a development caters to low-income residents. The original plan permitted 48 units, but the density was increased to 68 units due to the project's focus on affordable housing. However, parking constraints limited the potential for even higher density, as the development will provide 34 parking spaces, adhering to the city's regulations.
Traffic analysis conducted by Hardesty and Hanover indicated that the new development would generate a manageable increase in vehicle traffic, with estimates of 11 vehicles during morning peak hours and 14 in the afternoon. The site’s proximity to public transportation, including the South Norwalk Train Station, allows for a 20% transit credit, further mitigating traffic concerns.
Public feedback during the meeting was mixed. Some residents expressed concerns about potential traffic congestion and parking challenges, particularly during peak hours. Others, including senior citizens, voiced support for the project, emphasizing the importance of affordable housing and walkability in the area.
As the project moves forward, city officials are committed to addressing community concerns while ensuring that the development meets the pressing need for affordable housing in Norwalk. The next steps will involve further public engagement and finalizing the development plans to ensure a successful implementation that benefits all stakeholders.
