The Thousand Oaks Planning Commission meeting on August 25, 2025, focused on the proposed reestablishment of a drive-through restaurant at a site previously occupied by Amy's Drive Through. The commission reviewed a special use permit (SUP) application submitted by the applicant team, which aims to modify the existing conditions and improve operational efficiency.
The site has a history of restaurant use, with a major modification approved in April 1995 for Mimi's Cafe and the construction of Amy's Drive Through in August 2021. However, Amy's ceased operations in February 2024. In response, the city adopted new mixed-use zone standards in April 2024, necessitating the current SUP for the proposed project.
The proposed design retains much of the existing structure but includes several modifications. Key changes involve relocating the menu board, adding a 60-square-foot pay window, and reconfiguring the parking area to enhance vehicle circulation. The plan also introduces a new pedestrian path to improve access from the parking area to the restaurant.
The applicant outlined a phased approach to operations, particularly during peak hours, which will accommodate up to 27 vehicles in the drive-through lane. Measures to improve efficiency include deploying crew members with handheld tablets for ordering, directing traffic, and managing customer flow. The project will also feature on-site security cameras to monitor activity.
Despite a shortfall of six parking spaces based on municipal code requirements, the overall shopping center provides sufficient shared parking, ensuring that the project will not face parking issues. The restaurant is expected to employ 15 full-time and part-time staff members.
The commission's review of the proposal will continue, with a focus on ensuring that the project meets community needs while adhering to local regulations. The outcome of this meeting could significantly impact the local dining landscape and traffic patterns in the area.
