The City Council of Indianapolis convened on September 17, 2025, to discuss a significant economic revitalization initiative concerning Thunderbird CC Land Partners, LLC. Kathy Battle, program manager with the economic incentives team, presented details about the Thunderbird Commerce Center, which is part of the Loth Group's investment of $110 million. The project aims to create an industrial space and is requesting an eight-year tax abatement, with the possibility of a two-year extension if certain occupancy conditions are met. Specifically, if 51% of the gross leasable area is occupied by businesses in targeted and opportunity industries, the extension may be granted.
The project is situated within the Irvington Brookville Road allocation area. The statement of benefits for this initiative was previously submitted and received unanimous approval from the city-county council on August 11. Councilor Hart, representing the district where the project is located, expressed support for the initiative, which is expected to generate 200 new jobs with a minimum wage of $18 per hour.
As part of the agreement, 5% of the estimated tax savings, amounting to over $400,000, will be allocated to the city's forest preservation fund. Additionally, $141,000 will be directed towards supporting Thunderbird in development and training certificates, aimed at fostering a sustainable workforce.
The staff recommended approval of resolution 2025-0028, allowing for the proposed tax abatement. The meeting concluded with an invitation for public comments, although no additional comments were made at that time. The council's decision on this resolution will play a crucial role in shaping the economic landscape of the area and supporting job creation in the community.
