Moscow City Council has taken a significant step towards improving local traffic conditions by endorsing a memorandum of understanding for a joint grant application with Whitman County. This initiative aims to secure federal funding through the BUILD grant program to enhance Sand and Kirkendall Roads, providing a vital alternative route for freight traffic and alleviating congestion in downtown Pullman.
During the meeting on September 15, 2025, Bill Balnap presented the proposal, clarifying that the project focuses on improving existing roads rather than constructing a bypass. The goal is to reduce the estimated 1,500 heavy trucks that currently pass through downtown Pullman daily, which has raised concerns about traffic safety and congestion.
The collaboration between Moscow and Whitman County emerged from a shared interest in addressing the heavy truck traffic that impacts both communities. The proposed improvements will not only facilitate better freight movement but also enhance local road conditions, particularly on West Goose River Drive, which has been in need of upgrades.
The project includes critical enhancements such as the installation of a traffic signal at the intersection of Highway 8 and Mountain View, as well as roadway improvements that will extend to the city limits and beyond.
