The City of Duluth's recent agenda session on September 18, 2025, focused on several key resolutions aimed at improving local infrastructure and services.
One significant resolution approved was the authorization of a software subscriber agreement with Saint Louis County. This agreement will allow the city to access electronic databases of real property records for a fee of $125 per month per license, with potential annual increases.
The council also awarded a contract to Northland Constructors of Duluth for concrete pavement repairs on Garfield Avenue and reconstruction on Third Avenue West, totaling $444,600. Additionally, a professional services agreement was granted to AE2S for the Lakewood Filter Rehabilitation Project, amounting to $386,559.
Several resolutions involved easements for roadway and utility purposes. The council accepted a permanent easement from Laurel Ann Sanders and John Donahue at no cost to the city, as well as temporary construction easements from various property owners in the Lincoln Park neighborhood, including Christine A. King and RKE Enterprises LLC.
Furthermore, a detour agreement with the Minnesota Department of Transportation was authorized, allowing the state to compensate the city for using specific streets as detour routes during the Trunk Highway 61 project.
Lastly, the council approved a cooperative agreement with St. Louis County for a road line striping program, which will enhance road maintenance across various locations in Duluth.
