The St. Joseph County Area Planning Commission recently discussed a proposed amendment to the Planned Unit Development (PUD) for Legacy Village, a housing development aimed at off-campus student housing. The meeting, held on September 17, 2025, focused on a request from RWD Campus Developments LLC to adjust zoning regulations for two parcels located at Legacy Village Court.
The proposed changes include increasing the maximum height of townhomes from 2 to 3 stories and raising the occupancy limit from 6 to 8 residents per unit, allowing for a total of 98 occupants across the development. This amendment is primarily a correction to align the zoning with the existing structures, which are already built to three stories. The developers emphasized that no physical alterations to the buildings are planned, and the changes are intended to better accommodate student needs without impacting the surrounding community.
The Area Planning Commission staff recommended approval of the amendment, citing that it aligns with the county's comprehensive plan for medium-density residential development. The plan aims to provide a variety of housing options while maintaining compatibility with nearby neighborhoods, particularly the Maple Lane area, which features single-family homes.
Concerns were raised during the meeting regarding potential parking issues, especially during large events like football games. However, the developers assured that even with the increased occupancy, there would still be adequate parking available, with estimates suggesting that 20 to 25 spaces would remain open at any given time.
Support for the amendment was expressed by neighboring property owners, including Little Flower Church and McGowan Insurance Group, who highlighted the positive relationship with the Legacy Village management and their commitment to maintaining a safe and well-managed environment for residents.
The commission acknowledged the importance of addressing community concerns, particularly regarding noise and security, and noted that the developers have been proactive in working with local authorities to mitigate potential issues.
As the meeting concluded, the commission's favorable recommendation for the amendment signals a step forward in enhancing student housing options in the area while striving to balance the needs of the community. The next steps will involve further review and potential approval by the county council, which will ultimately determine the future of this development.
