California and that staff is pursuing expanded regional advertising to attract tenants and raise the city’s profile.

Kirk, speaking for the economic development team, said the carpet installation at the Cal Biz building is underway and “will be completed by Friday or Monday of next week.” He said staff informed current tenants they should be able to begin moving in at the end of next week or the week after, and the city is targeting an early-November grand-opening event.

Kirk also reported ongoing outreach at trade events, noting staff and at least one member of council will attend the International Council of Shopping Centers (ICSC) Palm Springs event at the end of the month. He said staff is in conversations with prospective tenants and developers and will continue outreach at that event.

On regional advertising, Kirk said the city has signed or is about to sign a contract to expand billboard advertising to a high-traffic location in Corona near Interstate 15 and State Route 91, with installation likely in mid-October to early November. He added that the city plans modest spring advertising placements at the Lake Elsinore Storm and Inland Empire 66ers ballparks, and staff is exploring a “Beaumont night” at both venues next year. Staff also discussed flexibility to promote events such as the Cherry Festival on billboards.

Mayor Pro Tem and council members reacted positively to the update and asked staff to report back on marketing performance after installations. No formal council action was required on the update.

Council members voted unanimously on the measures. The council also approved a bundled consent calendar and a package of agenda items labeled J-1 through J-3; no public comments were recorded on those items and roll-call votes showed all present council members voting yes.

The Purple Heart item began with a staff presentation from Steven Jones of Community Development outlining a voluntary, incentive-based pilot to recognize combat-wounded veterans through marked parking spaces and public recognition. Council action: a motion was made to waive full reading and adopt by title only “a resolution of the City Council of the City of Beaumont, California endorsing the launch and promotion of a voluntary pilot Purple Heart license plate parking honor program and direct staff to develop and launch a pilot program.” The motion passed on a roll-call vote with Council member Fenn, Council member Martinez, Council member White and Mayor Pro Tem Voigt voting yes (4-0). The council directed staff to develop program thresholds, identify preferred locations and pursue community and veteran-group input.

The council also considered and adopted a resolution recognizing the fourth Friday of September as California Native American Day. Romo presented background about the state designation and local context noting the Serrano and [transcript: Kawila] peoples and the Morongo Band of Mission Indians. The council’s approvals were procedural and, except for the Purple Heart pilot, involved minimal public comment and limited debate.
