The City of Sparks Planning Commission convened on September 18, 2025, to review and discuss the final development handbook for the Andalyn Ranch project. The meeting focused on five key findings that the commission needed to consider regarding the proposed development.
The first finding addressed the gross residential density, confirming that it remains unchanged from the previously approved tentative handbook. Similarly, the second finding regarding the ratio of residential to nonresidential use also showed no alterations, maintaining the same proportions as before. The proposed handbook outlines 100 acres dedicated to agrotourism and 16 acres for future commercial land uses.
The third finding examined the area set aside for common open space, which has not been modified in the final handbook. The fourth finding related to nonresidential floor area, which also remains consistent with the tentative handbook, ensuring no increase in space allocated for nonresidential uses. Lastly, the fifth finding confirmed that there are no changes to the total ground area covered by buildings or their height.
City staff expressed confidence that the proposed final handbook is in substantial conformance with the earlier tentative handbook and recommended approval to the city council. Following a brief discussion, the commission unanimously voted in favor of recommending the approval of the Andalyn Ranch final development handbook.
