Chief Financial Officer Nisha Bamberg said the proposed guidelines include $1,000 for support staff and two $250 payments for crossing guards, and that the supplement will apply to employees on the district payroll as of Oct. 1, 2025. The board heard one public comment on the item. Bernard Friday, speaking for Red River United, thanked the board for not adding exclusionary language or prorating the stipend for employees on sabbatical, workers’ compensation or extended sick leave. “I thank you because…they unintentionally harm those employees when they prorate these stipends,” Friday said. “Once again, it’s good to see Bossier doing right by everybody.”

Bamberg answered questions from board members during the presentation. She confirmed the supplement includes pre-kindergarten teachers and said the district frequently covers any shortfall when state payments are less than the district anticipates. “So the district over the years has always taken on the shortage from the state,” she said. The chief financial officer also explained that the supplemental payments are calculated based on the prior year staffing count, which can cause year-to-year differences if the district hires temporary or replacement positions.

Board members did not change the proposed eligibility date, nor did they add exclusions; the board approved the guidelines as presented.
