Deltona's Planning and Zoning Board has taken a significant step towards revitalizing the community by approving a new Urban Infill Redevelopment Program aimed at transforming vacant and underutilized properties. This initiative, discussed during the September 17, 2025 meeting, is designed to encourage the redevelopment of smaller lots that do not meet current zoning standards, addressing issues of blight and neighborhood stabilization.
The program introduces flexible development standards, allowing for adjustments in density, height, setbacks, and lot size. Each project will undergo a conditional use review by the Planning and Zoning Board, ensuring that they meet enhanced design criteria and provide measurable public benefits. The goal is to create compatible developments that enhance the character of existing neighborhoods while addressing the challenges posed by older, irregularly shaped lots.
Board members expressed support for the initiative, recognizing the need for such a program in a city with approximately 1,500 single-family infill lots. The program will serve as a case-by-case rezoning tool, requiring that all projects align with the city’s design and compatibility standards. This approach aims to facilitate redevelopment while safeguarding public interests and neighborhood integrity.
In addition to the new redevelopment program, the board also approved changes to the citizen awareness and participation plan. The notification radius for neighborhood meetings has been expanded from 300 feet to 500 feet, enhancing opportunities for resident input during the review process.
These amendments not only streamline the plat approval process but also ensure compliance with recent legislative changes. The Planning and Zoning Board's recommendations are set to move forward, marking a proactive approach to urban development in Deltona. As the city looks to the future, these initiatives promise to revitalize underutilized areas and foster community engagement in the planning process.
