The Saratoga Design Review Commission convened on September 24, 2025, to discuss significant amendments to the Unified Development Ordinance (UDO) and review a mixed-use development proposal. The meeting began with a focus on a proposed UDO text amendment concerning the process for determining compliance with development bonus actions.
The commission considered an advisory opinion requested by the city council regarding the amendment. Susan Varden, a key participant, explained that the amendment aims to simplify the process for determining height bonuses for structures. Currently, the Design Review Board (DRB) assesses the height of a structure seeking a bonus, after which the planning board evaluates the bonus action, such as affordable housing or energy efficiency. The proposed change would allow the zoning officer to handle these calculations, streamlining the process.
The discussion highlighted the need for clarity in the UDO, with members expressing support for the amendment while suggesting that the city council consider tabling the vote to allow for further review of the bonus actions. One member emphasized the importance of focusing solely on affordable housing as the basis for bonus actions, arguing that energy efficiency should not be included, given the pressing need for affordable housing in the community.
Following deliberations, the commission voted to provide a favorable advisory opinion on the proposed text amendment, recommending that the city council pause the vote to allow for additional review of the bonus actions.
The second agenda item involved a mixed-use project at the Prime Station Lane site, which includes a hotel and 400 dwelling units. Jamie Easton, the civil engineer for the project, presented the development's evolution, noting that it had undergone significant design changes over the years. The project aims to meet UDO requirements, including a 70% build-out along designated frontages, while addressing site-specific challenges such as elevation changes and wetland buffers.
Easton detailed the project's layout, which features two four-story multifamily buildings, row houses, and a hotel, all designed to integrate with the surrounding area. Architect Svetlana Stief elaborated on the architectural design, drawing inspiration from Saratoga Springs' historic architecture to ensure the project aligns with the city's character.
The commission's review of the mixed-use project is ongoing, with further discussions anticipated regarding traffic and engineering considerations. The meeting concluded with a commitment to continue evaluating both the UDO amendments and the Prime Station Lane development, reflecting the commission's dedication to enhancing the community's growth while addressing its needs.
