In a recent meeting of the Eagan Advisory Planning Commission, the proposal for a new commercial car wash at 2250 Cliff Road took center stage. The applicant, Club Car Wash, is seeking approval for a planned development amendment to transform the site, which has been vacant since the closure of a convenience store and gas station in 2024.
The proposed car wash aims to revitalize the 1.1-acre property, which is designated for retail commercial use in the city’s comprehensive plan. The site is strategically located with access from Slater Road and is surrounded by commercial establishments, while the nearest residential areas are over 200 feet away across Cliff Road.
Ms. Stuziak, representing the applicant, highlighted that the redevelopment would not only enhance the use of the vacant land but also provide essential services to local residents and generate tax revenue for the city. The design includes a complete reconstruction of the site, featuring a car wash building, vacuum stations, and a carefully planned vehicle movement flow to ensure efficiency.
The car wash is designed to operate from 7 AM to 8 PM, with a queuing system that accommodates up to 21 vehicles. The layout allows for a counterclockwise flow of traffic, ensuring smooth access and exit points. Notably, the plan includes provisions for employee parking and features like heated pavement at entrances to prevent ice formation during winter.
While the proposal meets most city zoning standards, it does include a deviation regarding the location of a detached trash enclosure, which is positioned in the front yard to facilitate access for trash collection. The applicant has also committed to a comprehensive landscaping plan, which will replace existing trees and enhance the site’s aesthetic appeal.
The commission discussed the proposal's alignment with city codes, including performance standards specific to commercial car washes. Concerns were raised about the operation of car wash doors during peak times, but it was noted that the nearest residential areas are sufficiently distanced from the site.
As the commission deliberates, the recommendation for approval hinges on the conditions outlined in the staff report, which includes addressing public feedback received regarding the site’s previous use.
