The El Paso County Board of County Commissioners held a meeting on September 25, 2025, to discuss the development of a new residential district. The proposed project involves the development of 244 acres into 84 single-family residential lots, which has already received approval for rezoning from the planning commission.
During the meeting, it was outlined that the next steps include seeking court approval for a special district election scheduled for November 4, 2025. This special district would allow residents to finance public infrastructure through tax-exempt bonds, reducing the initial home prices. The district is expected to cover the costs of essential public improvements, including roadway and drainage facilities, as well as ongoing maintenance responsibilities.
Key features of the proposed district include the construction of eight stormwater quality ponds and maintenance of Black Squirrel Creek. The service plan for the district has been developed in accordance with El Paso County's model, and staff reported no outstanding concerns regarding its implementation.
The financial framework for the district includes a maximum debt authorization of $10 million, which is intended to cover public improvement costs and provide a buffer for inflation and contingencies. The proposed mill levies for financing are set at 50 mills for debt, 10 mills for operations and maintenance, and a special purpose mill levy of 5 mills, totaling a cap of 65 mills.
An error in the service plan was acknowledged during the meeting, where incorrect figures were noted regarding the mill levies. This typo will be corrected in the official documents. Additionally, it was emphasized that the approval of the service plan does not imply any land use approvals, which will require a separate review process by the county.
The meeting highlighted the county's commitment to facilitating residential development while ensuring that infrastructure costs are managed effectively through special districts. The upcoming election will be a critical step in moving the project forward.
