River restoration engineer Jess Robb, lead for River Focus, told the assembly the modeling shows Surgeon/Sergeant Creek Road begins to overtop in a 5-year event with depths and velocities that exceed safe-driving thresholds and produce a few feet of inundation in a 100-year event. Robb said filling and raising the road alignment could prevent overtopping through the 100-year event and that adding a horizontal floodplain culvert would reduce flows further but at higher cost and maintenance burden.

Robb also modeled alternatives aimed at private-property protection on the Russian River's “dark side,” including armored guide banks. The team’s benefit-cost calculations showed raising Sergeant Creek Road without a floodplain culvert produced a benefit–cost ratio (BCR) of about 4.0; the same option with a floodplain culvert produced a BCR of approximately 2.96. A floodplain culvert on the highway itself returned about 2.03. By contrast, the armor-bank option — if all rock had to be purchased and placed — returned a BCR of about 0.22 under the study’s assumptions.

Robb cautioned that the hydrologic estimates carry limited confidence because upstream gauge data are sparse and the project’s terrain coverage was constrained by budget. He said that additional lidar or extended terrain surveys and further watershed-scale analysis would improve confidence in flows and design-level estimates.

Assembly members and attendees pressed on practical next steps. Several assembly members and residents discussed availability and cost of large “armor rock” locally; Robb described blasting and sorting processes that raise cost.
