The School District of Clayton is set to enhance its special education services through a newly proposed partnership agreement with the Special School District (SSD). During the Board of Education meeting on September 25, 2025, Dr. Kelly Saulberger and Ms. John Turner presented the framework designed to strengthen collaboration between the two districts, emphasizing the importance of delivering high-quality, student-centered special education.
Dr. Saulberger highlighted that the partnership is crucial for providing resources that the Clayton district alone could not sustain. The agreement outlines the responsibilities of both districts, with SSD focusing on staffing and compliance oversight, while Clayton manages curriculum and family engagement. This collaborative model aims to ensure that 271 students receiving special education services are supported effectively.
Key goals from the previous year were discussed, including improving transition processes for students moving from preschool to kindergarten and from eighth to ninth grade. The implementation of the "charting the life course" approach in IEP meetings was noted as a significant success, allowing families to take a more central role in discussions about their children's education.
The meeting also addressed the need for increased family engagement, with plans to enhance communication and participation in surveys to better understand parents' experiences. Board members praised the progress made over the years, noting the strong partnership that has developed between the districts, which they believe serves as a model for others.
As the board prepares to vote on the partnership agreement, the focus remains on fostering an inclusive environment that prioritizes the needs of all students, ensuring they receive the support necessary for their educational success.
