Public comment at the study session was split. Opponents warned that corridor zoning could permit warehouses and diesel truck traffic; speakers including David Duran urged the council to reject warehouses because of air-quality and health concerns. Supporters and some council members said the plan deliberately hides industrial uses behind hills and near utilities, and argued the update is intended to produce a balanced mix of housing, retail and business park uses, not only large distribution warehouses.

Council discussion focused on tradeoffs. Several council members urged residents to understand that a referendum overturning the update would not be a simple “no warehouses” outcome — staff and multiple council members said warehouses could still be allowed under the older plan in places visible from the freeway, and that losing the updated plan could leave the city with fewer tools to direct where development happens.

Staff also noted timing constraints. State housing law allows the California Department of Housing and Community Development (HCD) to move quickly: staff told the council HCD’s fastest decertification track could be as short as 30 days from a finding of violation, although officials said the agency typically allows a longer process with notices and opportunities for remediation.

What the council did: The session was informational; the council did not reverse or re-open the plan. Mayor John Thorpe and other council members said they convened the study session to provide context and answer public questions ahead of any referendum process.
