The Baldwin Park Planning Commission convened on September 25, 2025, to discuss a significant proposal aimed at enhancing the city’s limited park space. The primary focus of the meeting was a request for a general plan amendment to transform a commercial industrial area into a new pocket park, named Anna Montenegro Park, which will cover approximately 9,000 square feet.
Baldwin Park currently has only 0.3 acres of park space per 1,000 residents, starkly below the county average of 3.3 acres. This deficiency has prompted city officials to seek opportunities to expand recreational areas for the community. The proposed park, located at the corner of Main Avenue and Joan Bridge Street, is designed to provide essential green space and recreational facilities for residents.
The park will feature a variety of amenities, including a colorful play surface, play structures, shade sails, and restroom facilities. Additionally, the design incorporates elements inspired by pre-Columbian artistry, aiming to reflect the community's cultural heritage. Security measures, such as solar-powered lighting and a camera system, will be implemented to ensure a safe environment for visitors.
City officials emphasized that the park's development aligns with the city’s goals for revitalizing underutilized land and promoting public health and welfare. The project is expected to positively impact surrounding properties by enhancing the neighborhood's aesthetic and providing a community gathering space.
The Planning Commission is set to recommend that the City Council approve the necessary amendments to the general plan and zoning designations, as well as the design review for the park. This initiative marks a crucial step towards addressing the community's need for more recreational spaces and improving the overall quality of life in Baldwin Park.
